Krul's
Spectral Smite is one of the best first skills in the game; I dare say it's almost an Ultimate Skill. Giving Krul lifesteal, while also slowing down the target's attack speed and lessening opponent's crystal power. This build highlights these strengths by giving Krul items that increase those passive effects.
1.
Serpent Mask
Krul's actually a softie in terms of raw HP. By giving him weapon life steal, it adds to the life steal already granted by Spectral Smite, making Krul a little more tanky during 1v1 or during team fights. My suggestion, though, is to get a
Blazing Salvo first, before completing Serpent Mask to make it more effective.
2.
Tornado Trigger
As recommended by the game, Tornado Trigger is a great match for Krul. Increasing attack speed means less time to max out the stacks on an opponent for Spectral Smite.
3.
Atlas Pauldron
Now, this can be replaced depending on the situation, but I highly recommend it when facing a team focusing on weapon power. I choose Atlas Pauldron, instead of Metal Jacket, in order for Krul to "cheat" the lessening of attack speed of the opponent. For example, after the stack for
Shadows Empower Me, dash to your target and unleash
Atlas Pauldron. Decreasing their attack speed means less damage you take while you're attacking your target. Once Atlas Pauldron's effect wears off, you would've inflicted enough stacks for his attack speed to be lowered anyway, therefore, kind of like "increasing" the lowered attack speed duration of Spectral Smite

Alternating Current
Another great item for Krul. Increasing speed and also basic attack damage every other turn. It also balances Krul, in not just being a WP attacker which could be, somewhat, countered by
Metal Jacket.
5.
Eve of Harvest
When I meant highlighting Spectral Smite, I meant it. It increases the life steal rate given by Spectral Smite (which combined with Serpent Mask) would mean your life steal rate increases twofold (I think). Why do I suggest going Serpent Mask first and leaving Eve of Harvest last? Personally, I like playing more with Krul when his basic attack packs a bigger punch, and you're less relying on the active skill of Spectral Smite, but more on its passive skills.
6. Boots
Depending on your strategy and how you play, these could also be replaced, either by
Shiversteel, Warhorn, or
Crucible; since you could be a ganker and just use Shadows Empower Me effectively and not need boots. For extra mobility though, you can't go wrong with boots.
Most importantly, never forget: "No build is better than the player who uses it"
