Double down guarantees that Ringo's next basic attack will be a critical strike. This is very important to manage since he can use this to harass the enemy Carry every time he kills a lane minion. Also great for last hitting lane minions and avoid enemy heroes with low health from escaping.
Achilles shot allows Ringo to slow down the enemy and prevent him from escaping and allowing Ringo to burst them down with his powerful basic attacks.
It can also be used for slowing down enemy heroes when Ringo is getting chased while in low health.
Twirling Silver will give Ringo an advantage against his opponents because of the additional attack speed and movement speed it can give him.
I recommend to overdrive this ability first since it will allow Ringo to max out the additional attack speed and movement speed that can help Ringo chase down or kite back to enemies who are chasing him.

Try to avoid using it while a clash is ongoing and release it when an enemy is about to escape.[*] [*]
Ringo is a very weak hero early game since he has low defense, low health, and low stats overall. So what you want to do is to maintain your high creep score and avoid getting burst down by enemy assassins.
Get an early reflex block to avoid dying and getting caught by the enemy team.
Heavy steel will give Ringo a higher damage output and allow you to poke harder with higher damage.
In mid game, Ringo has a higher potential of getting kills because of higher damage. Although he must still be careful of enemies bursting him down since he still has low health and defense.
Sorrowblade will give Ringo +150 Weapon Power and allow him to dish out lot's of damage especially against squishy heroes.
Minion's foot will allow Ringo to get critical strikes which allows him to deal double the damage of a basic attack if it's a critical
Ringo is very powerful late game because of his powerful kiting mechanics allowing him to burst down squishy heroes and deal insane amounts of damage to the enemy team. However, this doesn't mean that he has no weaknesses. He is still very squishy and I recommend building defense in any situation.
Aegis helps Ringo a little harder to get killed by Crystal Power heroes. The reflex block allows him to escape dangerous crowd control abilities and make outplays against the enemy team.
Tyrant's Monocle gives Ringo high burst damage and high critical strike chance and damage to allow him to poke enemies and kill squishy enemy heroes caught by his basic attacks.
Halcyon Chargers will give Ringo additional energy in order for him to use his abilities especially Twirling Silver (which is very essential) much more.
The 4 second sprint it gives him will help him escape dangerous situations or chase down escaping enemy heroes.
Choosing between Tornado Trigger, Bonesaw, and Breaking Point depends on the enemy team composition and builds.
Tornado Trigger will give him very high attack speed and critical strike chances which will give him the opportunity to burst down enemy Carry(s) faster and easier.
This item is recommended if the enemy has minimal defense and if you desire more attack speed.
Bonesaw will give Ringo armor piercing which helps him deal damage to high armored heroes such as Joule and enemies who build Metal Jacket.
Breaking Point is very effective with heroes with high health such as Phinn since it allows Ringo to stack his Breaking Point to deal additional high damage output against his enemies.
In the late game, make sure to avoid getting out of position and avoid entering bushes with no vision first since Ringo is squishy even with 2 defensive items.
Just keep your distance during clashes and deal as much damage as possible. Poke enemies as much as you can when your Captain and Jungler are distracting the enemy team in order for you not to get killed.
Using the Achilles Shot and Twirling Silver efficiently is a key in order for Ringo to succeed in clashes.
