I agree that the Stormcrown is unnecessary. With a Kestrel I would only situationally buy a Stormguard banner at most when the enemy is consistently aggressively invading my jungle early/mid game. This way, I can still have a decent jungle clear time and save my Glimmershot arrows for when the enemy attempts to invade my jungle. But even then I'd sell it by the time I have most of my final build items because the reload time of my arrows is fast enough by then.
