Personally I Start with Aftershock. haven't seen it pop up in any guides yet or any other ssamuel I played against. but especially early game it helps you deal massive damage and finishing blows. have you tried this?

AS is good but AC is more useful as you can attack faster and lets you do more damage. The CD isn't too important for Samuel and I feel like he is played a lot like vox.
