Sadly no the B cool down isn't affected by attack speed only ability cool downs like clockwork. Or else joule would be even more op
They should change the hero description on the Joule page in VG. It says the Thunder Strike is affected by it
Seems like a solid build, one question though, is Joules B cooldown still affected by attack speed. If so then tornado trigger would be best for the last slot
