A Catherine with her Stormguard on should counter this very well, which means you just nuked your entire team. Besides, this build is so expensive you won't be able to get that many Shatterglasses unless the game lasts very long (~30min)
You're not taking into consideration that getting around 10+ Kills will yeild enough gold to purchase those items. I also had at least two Shatterglass and nearly a third at the time of the screenshot. And Catherine with Stormguard wouldn't stand a chance 1v1. You'd need to be 3v1 or 2v1 with some damage to win consistently. Otherwise you're just counting on his ultimate to miss. If he doesn't, you're screwed.
I hate to call your bluff, but lets look at this screenshot. You have 2 Shatterglass, 1 Frostburn, 1 Broken Myth, and Travel Boots. There are no tier 1 or tier 2 items in you build at the time of this screenshot. All the items your carrying can be seen in the lower left hand corner. Your gold is at 81, which can be seen in the upper right hand corner.
Now I'm not questioning the rest, clearly your team only has one turret and their vain crystal left, so it's very possible it ended the way you state, which is fine that's not what's in question. But you don't have 10+ kills in this screenshot, and you're further away from a completed Shatterglass in this screenshot than when you start the game with 350 gold.
That being said, in this screenshot your timer is at 20 minutes, so I don't buy the comment above that states it would take you 30 minutes, which is essentially stating that it takes us 10 minutes to earn 3000 gold, in which case we'd all be screwed.
In case you were worried that getting 10+ kills prior to the 20 minute mark was a problem.
Obviously, you're not going to get 10+ kills before 20 minutes have elapsed every single game, but you will get a lot of kills nonetheless (at least 5 or 6 usually).
Each additional shatterglass makes it easier to get kills (and thus gold) because it helps you overcome any tanky builds that might be able to withstand Joule's ultimate. Therefore, accumulating gold becomes pretty easy late game. Thus, getting 3 shatterglasses somewhere between the 20th and 25th minute isn't too difficult. And i concur that the notion that this build would take 30 minutes is absurd.
If you replied to the comment, you should notice that's LotusThunder not me. I was approximating that in general if you have around 10+ kills, you should have enough gold to purchase all those items. LotusThunder had around 10 Kills in the posted screenshot. It would have exceeded 10 Kills if the match had continued. If you read the posted guide, you'd see that Late Game (~Minute 20) corresponds directly with the posted screenshot. If the match had stretched onwards for 25-30 Minutes, the third Shatterglass easily would have been purchased. In fact, it shouldn't even take that long. Anyways it sounds like you agree, so I'm not sure what "bluff" you are calling.

Travel Boots + Frostburn + Broken Myth + 2x Shatterglass in the 20th minute just like my guide says.
If we hadn't won directly after this screenshot, I probably would have bought a 3rd Shatterglass by the 23rd-25th minute. Nowhere near 30 minutes.

Why wouldn't I just wait to fire my ultimate directly after Catherine's Stormguard begins its cooldown? Furthermore, if I find Catherine irksome, I can just kill the other 2 enemy heros. Catherine doesn't magically debilitate Joule.

His argument is basically this, stormguard has a 4 second duration, point is, she can reflect back a lot of damage by just rushing into your beam, and that its if hes dumb since he can
2. Stun you and cancel everything or
3. Silence you and keep you from using it
4. Also given the fact that your build lacks defense on an extreme, its not impossible that the enemy will focus you first
He wants them to focus on him, so he can score a Triple Kill. Focusing on Joule still won't work the majority of the time. The premise that Catherine with Stormguard is a solid counter to Joule is not quite correct. Joule is a hard-to-play character but when played properly is easily an ace. With the new update making her tankier, she'll be even more OP. Every build will clearly have weaknesses and advantages, but this is a balanced build. The initial commenter was also incorrect in stating that three shatterglasses before 30 Minutes is nearly impossible.
If facing Catherine, you always have the option of keeping your distance in the lane and/or activating travel boots to escape her stun/silence abilities.
In the event that Joule is in the jungle, Joule would also be able to simply run away after Catherine hits her with a stun/silence (I'm not convinced Catherine would have enough damage dealing ability with her basic attacks to overcome Joule's Heroic Peak before Joule is able to use Travel Boots post-stun/silence). A Catherine counter only works if she has someone else to deal damage alongside her after a stun/silence AND Joule doesn't have ally heroes nearby.
In a perfect 2 v 1 or 3 v 1 scenario where Catherine is able to land a stun/silence and then activates Stormguard alongside a hero with damage dealing abilities, yes she would win. But no one would be able to survive a perfect scenario such as this.
In no way would Catherine (alone) "counter this very well"
It's possible for any 1 hero build to be defeated when all three of the enemy heroes are focusing solely on taking out that 1 hero.
Furthermore, Joule's Heroic Perk is rumored to be getting buffed. So she will be tankier in version 1.22
