Yeah, a smart Skaarf will always build a relfex block to ensure he can get Dragon Breath off or escape from getting stunned and then focused down.

That is most probablt because Skaarf is still new, so people do not know how to use him yet. Give it some time and i'll bet everyone gets one.

Actually, if Skaarf manages to Reflex Block your knockback, you are in danger, as you build alot health, and the damage you take from the burn will be much much more.
