For me, just prioritize warhorn b4 skaarf hits level 6, use warhorn defensively to run from skaarf when he ults, thats pretty much how you're going to win a teamfight against skaarf, blow his ult out. his 1st and 2nd skill depends on how good skaarf's aim is and how good your jukes are.

Skaarf is underpowered, well for my opinion, because when Ringo is in the lane all Skaarf can do is spit some Fan of Flames to Ringo because when Skaarf get caught up with Ringo's A skill he's going down, and he can be countered with Taka, Glauve, Koshka and can even Melee kill with SAW, make sure that you work as a team to destroy Skaarf first then kill the other damage dealer then run away from the Tank, that's all I can say.

Skaarf can, or can't be OP. Depends on the enemy team, and the users Skaarf skills. BM + Shatterglass & Eve of Harvest is VERY POWERFUL against all heroes, but won't do as much to catherine w/ shield up.

Skaarf is a carry, like krul, at some point of the game he feels op (keep in mind he's not), in the early game gank him, and by gank i mean kill him as much as you can, if he dies 3 times before the 10 minute mark you did a really good job. Mid and late game just save your stuns, as soon as he tries to use his ulti stun him, i main skaarf and he's not op, he's just a carry.
