There is really no appropriate tier for each level. I've seen tier 10 players that are only lv.14. I've also seen Unranked players that are lv30. So don't worry about it. If it's your first account in VG then the average player reaches ranked at around lv.13. It just depends on how good you are at the game.

All game modes in VG have this thing called MMR or Match Maker Rating, it's a rating that not based on your VST (Visual Skill Tier) but who play with, win against, lose against, your stats, and a bunch of other things. For example if you're Worthy Foe, but you play a lot with your Unranked friends your mmr is going to be around that of Unranked or Just Beginning. I understand your problems. The problem with VG is that it honestly has such inflated elo. VG needs to rework their ranked system, and add in features that prevent boosted players from going up in rank too fast. Also a feature that prevents players from rapidly dropping in rank.
