It's 15% of the true damage that this item deals, so 15% of 40 - 140 would be 6 - 26 damage. This isn't an ideal item to use against Grumpjaw because Grumpjaw is already very bulky (perk aside), and true damage deal damage directly ignoring shield and armor. Basically the bulkier the enemy the less effective this item gets. The best thing to against Grumpjaw would be any type of armor pierce/shred. Good items would be bonesaw, poisoned shiv, and tension bow.

I agree with having Lance as a captain, makes jungling go quicker and his CC goes nicely with Reza's kit.

I like him he's fun to play. His early game a bad though, and his jungle clearing early game is so bad that if you don't have someone with you, you're going to have a bad time getting farm at a reliable rate. I prefer CP build on him, but when you are jungling you should build some weapon at the start just so that you have a more reliable clear speed. His late game is very fun, and is what he's best at.

How did LoL copy Dota, last I checked Dota was just a mod so nobody owned it. The main developer (Guinsoo) of said mod went and developed LoL, but unlike Dota LoL went and simplified things for players, and changed most of the core mechanics. At the same time as LoL getting developed Valve went and bought Dota, and with IceFrog as the main developer they made a new version of Dota called Dota 2. Actually you're slightly off on your calcs. Gwen 3.0 (base speed) + 1.8 skedaddle + 0.6 journey boots = 5.4 movement speed if Gwen's Skedaddle was overdrived she would have a movement speed of 5.8.
