As far as I know, Ringo has remained the same for a long time. His B ability is still a self buff, increasing AS and movement speed.

Joule used to be a really popular hero, but apparently the devs had to fix her Thunder Strike (B) ability which accumulates stacks and does more damage per stack. She is highly reliant on these stacks since the B ability is an auto-attack reset and originally accounted for most of the damage. Obviously, team composition and what the enemy builds is going to impact this. But I still think upgrading to Tornado Trigger first is a horrible choice. One, most Tier 3 Weapon items aren't going to be cost-effective to upgrade until much later. So, doing so itself is a waste of money. This build might look balanced but it's really just covering up early/mid game weaknesses using defensive stats. If you want to use Glaive like a tanky initiator (since this build cannot compete with Glaive crit builds for WP damage), then you're much better off going Warhorn plus tanky items without the damage. I would think the pet damage is considered ability/crystal damage, since it receives a boost (+.45 crystal ratio) from crystal power or blue items. Her pet damage is calculated by the level of her pets which depends on upgrading the skill Yay, Pets (B). Pet's attacks are not considered basic attacks and only benefit from blue/crystal items and not red/weapon items. Although I realize you addressed this in your post, the reason energy is not as significant is because of cooldown on abilities. For example, if Ringo uses his ultimate on my ally, then he becomes a much lesser threat (still dangerous) because he cannot finish off fleeing attackers.
