No, it means that every other basic attack you do is +50+75% damage. On average, each basic attack will do +25+37.5% damage. This and chronograph are actually ~20% less efficient than their smaller items, so try not to hold on to them for very long if possible. Not a big deal, but 20% could make the difference.
