Shatterglass and Dragon's Eye both have their uses. Dragon's Eye would be better on heroes that are tanky(Alpha/Reim), are extremely mobile(Vox/Skye) or deal damage over time(Skaarf/Samuel), letting them gain and maintain Dragon's Eye stacks easily. Shatterglass would be better on heroes that prefer to poke enemies down and are unable to maintain stacks due to longer cooldowns(Gwen/Kestrel)/squishiness(Koshka/Blackfeather), thus needing more upfront damage.

Vox. I disagree with Reza needing sustain as i feel that he is more of a burst hero(melee and not tanky while having high damage output). Vox has kiting tools to keep him alive in a long fight.

No, unfortunately People have differing opinions but I would recommend vox, he is quite strong in the current meta and he is forgiving with his sonic zoom in case you make a mistake and he can go both CP and WP. Fortress is a good Captain that can also be a Jungler. He is more of a dive hero that dives into the enemy team, so if you like that sort of playstyle go for it.
