Please expalin why Tension-Shock is the go-to build when we have cheaper, most likely stronger, and scaling builds such as SG, TB, and BP(WP) or BM, AS, and SG(CP)

Tension-Shock is the cheapest most cost-efficient item build there is still. It's burst potential is so great it can essentially execute any laner. It also (as I have learned) punishes Roams (Captains now) who do not build any armour and especially shield.
