You might want to add that laners should generally stay out of the jungler's farm, since that is beyond annoying when you have little to no money and your laner is more than fed enough to 1 v 3.
The thing about the minion mine is off though, because SEMC did a patch a while back where Minion Mines no longer increase XP and Gold for the enemy laner or something, unless I'm wrong, which is quite possible.
However, they do deal tons of damage towards enemy heroes and turrets now.

And concerning the theft by laners, I usually feel like they have more difficulties to grind in the early game. In this 1.20 patch i see roamers frequently hit lvl6 before their laner, so i'm OK letting them take some stuff, especially the healing treants. But yeah as a laner or as a jungler, you should share and try to keep to what's "yours", not steal ! Unless you all agreed as a team, i guess. But in Solo queue, it always feel like theft !
If you get all the jungle farm fast and rotate well, junglers should be a higher level than the laner but have less gold since jungle monsters give out more xp and lane minions.
After a quick moment of searching the interwebs and a much longer moment of face palmingI finally found a large thread about Minion Mines.
1 Minion Mine captured means more damage against enemy heroes and turrets.
They also get a buff of more defense against both.
2 minion mines captured means more damage and resistance toward everything.
Minions do not provide more gold or xp once a minion mine is captured.
On the Laner theft thing, it is really beyond annoying in solo queue, in a party it's fine to me if I know my teamates need the CS more than me or need a quick heal to sustain in the lane. This peeve usually comes into play when that one feeding teammate tries to take your stuff when you're trying your hardest to carry and barely succeeding.
Oh and your new edit is pretty spot on.
(The only reason why you don't want to get it now is so the enemy doesn't have an easier team last-hitting, due to higher minion health or so they can't effectivly freeze lane easier)

As a low Elo player in soloQ, ive nerver seen that as a problem because low elo laners are REALLY bad ! So i'm completely built before them. I've been invited in a party recently, played with POA teammates and I finnaly understood what you meant ! I was starved by my own laner all game long after spending so much time in the early game trying to save his ***! Great mechanical skills but greedy, selfish player !
