Actually Imo WP is much better even without those ratios. I've been slaughtered by WP Ozos and stomped on CP Ozos and had WP Ozos carry me while cp Ozos throw my games completely with a passion. Some heroes don't need all of there abilities to scale weapon to be better at WP then cp. Hence Joule, Glaive, taka before his nerfs, black feather before his nerf. Etc.
