SEMC said it's because people could abuse the system if this was ever implemanted. If you're in a party and you're losing, one your teammates could AFK and you would not lose that match. Therefore, you would not lose rank. Yeah I know the current system isn't the best but it's the best we have so far. No machine can tell if it's like an emergency so someone has to AFK or they just want to quit.

They made it so when it looks like it hit someone it did :) In update 1.14 sometimes the arrows would look like they hit the target but they actually wouldn't be. I like that Kestrel has been buffed but that screws up everything for me and now I suck with her again. Hopefully I'll be good as last update.

Yeah in this update skill tiers are really screwed up. You can't trust the visual tier because your matchmaking tier might be either higher or lower like Frantik's smurf account. People can easily be deceived by this and therefore dodge the match.
