It does not block damage but you receive little to no damage. Even without armour, if the damage source is high enough damage, it will be completely reflected.

First off, Adagio has little to no mobility except for his boots. Therefore I recommend you to get journey boots for better mobility. Second, you need a reflex block to protect yourself from stuns when you are channelling your verse of judgement. Overall a guide with good explanations and I can see you are not a noob from the way you explain. Try not to be lazy and use retarded words like "ur". You can also add more alternative items in the build section to counter build your enemies.

As a roam and flicker main myself, this is a very good guide though. I'd suggest the best team comp in my opinion: Celeste, Flicker, Joule. This is because you can double stun and instantly kill a targeted enemy. Must flare and ping. Extra tip for your guide: If you are fighting alone, do not run if enemy has high mobility. You can also use Stormcrown for your roam build in place of Shatterglass so you are more helpful. This way, you can actually replace Alternating current with Bonesaw to help your team if one of the damage dealer is WP. Since without much CP and with stormcrown, only attack speed matters and not the stat. But if nothing else, Alternating Current should be the default choice because it helps a bit in your overall damage.

I agree with you about the SoloQ frustration. Anyway, when I play Krul, I always go for defense first because Krul has very high base damage from abilities and can survive anything.Defenses solve the problem of getting kited. Some idiots, such as in Casual soloq, they buy 3 tornado triggers and rush in 1v3. I can't even react.

Since it's tank build, I recommend getting a broken myth. Eve of harvest won't help much here.
