Some fancy about game mode and in-game chat related suggestion

I didn't do enough research, sorry if I miss something.

I just came up with this: how about making in-game chat available only in friend-invited games,where all players must be friends on each other's friend list, where all players know each other.
Here is my reason:
The major shortcoming for making in-game chat available is that it also make available a platform for unwanted abuse.
But what is the cause for unwanted abuse? it is lacking of clear and constructive communication.
What does clear and constructive communication requires? It requires sychronization of level of awareness from each communicator so that mutual understanding could be reached. For example, we have primary school, middle school, high school,university, instead of having one big school for all age group. They are called levels of education,where qualification is needed for any participant to complete one level and move to another. Therefore, each group will have participant who all are qualified to be at same group, where they can reach mutual understanding and be able to be constructive to each other. We don't want unqualified one, because it violate the protocol which protect the benefit and integrity of the certain group. The same reason attributes to many facts in our society where countries control immigration, where companies select employees. The qualification is not something that limit us, qualification is the solution that sets us free.
First of all, this game, however, has violated such protocols, which protect the benefit and integrity of every group, by disregarding qualification. It is a very fact that many players complained about, which also contribute to the somehow non-constructive gaming environment, which also can develop to destructive and toxic environment.
Secondly, limitation of real language communication only act as an temporary blinder, not the permanent solution to the non-constructive gaming environment.

Therefore, what is the solution that can solve the lack of qualification, which is the cause of the unwanted abuse and non-constructive environment? For a video game, it is surprisingly easy.
The game itself don't need to do anything to qualify anyone, but we need.
Let there be more social connectivity, more player to player connectivity, more friends to add, not only can you add friend you played a match with,but also you can add friends who you has not played with, but talked with. Let there be enough friends so that there will be many that are online and available anytime. Less public queue, more private queue where everyone knows each other. More private groups, more custom friend groups, let there be guild, let there be a strategy chat windows for everyone to chat and join and add friends.

Also, how about open more match options including 1v1 and 2v2 and 3v3 and 4v4 and 5v5 and maybe 10v10? And more custom match options including unequal number of player at each side, 2v3 and 4v5 , 8v10 as a custom challenge option for a certain group of people who wants to do so? And perhaps more maps? Probably where we can also farm resource to build custom cannon? Including stun cannon, slow cannon, freezing cannon, AOE cannon? Player can build custom cannon in jungle?

Ok maybe that is too much, but developer please consider my advice about revolutionizing and expanding in-game social connectivity, more friends to add, more private groups to add and join, minimize or replace public queue with private queue, in the mean time, make in-game chat available only for the match played by members of the "newly revolutionized"friend group and social group system,including various private group,amateur group, pro group, and even guild, and probably more custom match option like 5v5 and more maps?
