Skill tier increased dramatically after 2.6 update.

I've known that my tier was increased because of the 2.6 update but my friend's skill tier got from just beginning bronze to worthy foe bronze just after the update. Like, WTF?
Anyone know if it's a bug or not pls reply. Thanks.
