Tier III Phinn looks amazing.
Although I'm disappointed that there's not much difference between Tier I and Tier II.
Overall I'm very pleased with the looks and simplicity of the skins.

I don't really like these skins. I always imagined Phinn as a big friendly giant... now he looks like Jabba's ugly pet from Starwars
