We have something for AFKers but what about time wasters? Is there anything that can be done about these people?

I just played a match where this douche kept on spamming pings all over the map and did absolutely nothing throughout the whole game. Me and the other teammate tried to surrender but he refused, he just kept pinging away and moving around spawn time wasting.
