Thumbs Up Thumbs Down

Post-match when players are given a Thumbs up (honored) or thumbs down (for trolling or unskilled play) does this have any effect on their account or future matching? I'm hoping that players who are consistently receiving thumbs down will be paired with other players also receiving consistent thumbs down. Thanks
