I noticed that Koshka's Tier 2 skin and Ardan's tier 3 skin have different looking abilities and was wondering if anyone had a website that talks about the different skins and their different looking abilities.

Don't think there is a website for that. The only way you'll be able to find out what the skins do is by seeing them in action or watching gameplay of them I think.

Almost every tier 3 skin COMPLETLY changes what their attacks and abilities look like
