Hi I've currently been using Joule as my main. For some reason I am still stuck in working there. My goal is To upgrade to the Not Bad skill tier. Any tips or suggestions. Should I change my character?

Find a decent team to play with, and you will go up. Or, master Joule and use her in soloQ to carry. figure out the best build for you, and get those wins.
