I know that you can drop a skill tier from Gold To Silver. Can you drop from one skill tier to lower skill tier? example, Getting there to Just beginning?

Yeah, you can. You'd have to lose a decent number of games, but dropping skill tiers happens, especially when you reach one too high for your skill level (happened to me several times)
Skill tier- usually floating around in simply amazing
