So, my question here, as described by the thread title, is when is it okay to dodge matches?

Let's say your solo queue rank and someone instalocks someone. Is it morally okay to just go ahead and dodge the match, especially if you know that it's going to just turn out badly (most likely). Do you think it's okay to dodge a casual under the same pretense?

I'm curious as to what everyone here would justify as a good reason for dodging. Trying to know if I should feel bad if I'm choosing saving rank over being a ****.

Bad team compositions, if your fill-in isn't adequate. But you never know if the enemy team could be worse.
I've lost to bad team comps, and won with bad team comps, you really never know how the games could turn out. Match dodging is OK by most I'd assume, comparing it to quitting a match mid-game and forcing your teammates ELO to take a dip, I just shrug it off and queue up again.

Two top candidates for bad team compositions are Fortress & SAW.
SAW(WP) for having terrible mobility, Fortress for being the only Support orientated hero without a stun. Those two also pair awfully, neither has stuns, one likes to chase and the other is only effective when allowed to fight stationary.

That's correct on the team comps. It seems to me, even though I just don't play ranked solo queue anymore, that I would rather just be banned for 5 minutes or whatever it is, than lose out on my rank and 20 minutes of beat down because people only want one character. The other team may be utter ****, and you could still win. (I've actually seen games where someone singlehandedly because there was no other skill in the match.)

Never. I feel if you dodge a match you should be banned for a few minutes. Just because someone instalocks doesn't mean its going to be a bad game. What if someone is only good at laning or jungling. Then it is understandable they would do that. I would rather someone insta then play character roulette until the clock is almost up.
