Yes, playing public matches with your party will affect your skill tier.


Only private matches will not have any impact on your skill tier rating.

one more question. when you play in public party, do you gain or lose more ELO than playing in solo q or are they the same?

When you play in a party, you get matched against stronger enemies than you usually do when you solo queue.
(This is assuming your teammates in your party have the same or higher skill tier as you)

These enemies have higher ELO, so when you defeat them, you will gain more ELO.
