Does anyone know exactly what penalties/effects mortal wounds has on a hero? I notice that some items apply this, but I want to make sure it is something worthwhile.

Mortal Wound reduces the healing rate, barriers and fortified health from all sources by 33%.
It works kinda like the bleeding effect that you can find on another MOBAs.
