I always lose one perc in the shop when i ugrade another

When i upgrade certain abilities/perks sometimes even after having upgraded a perk some of my perks just disappear. What am i doing wrong?

Also if i upgrade a tear 1 to a tier 2 do i keep the tier one perk? and if so does that mean skipping tiers results in less of an increase as far as stats and bonuses.

HI ulwith,
I'm going to try and answer your question best I can... I'm pretty sure when you upgrade from tier 1 to tier 2 you keep both tiers perks. Also if you go from tier one to tier 3, it gives you the perks from all three automatically. Then again I may be wrong although I dont think so.
