Deserter penalties and skill tier

I have an idea on how to futher handle AFK/Desertion. Currently we all know that a desertion affects the matchmaking via ELO rating and that repeat offenders carry even heavier penalites. At higher levels although Karma is nice, we are really trying to improve our skill tier rating. It doesn't help good players to be penalized in their skill tier gameplay for desertion losses. I feel desertion should not only affect the ELO of the deserter but also impact their skill tier rating. My thoughts are as follows:

1. A losing team, which does not surrender due to a desertion, should not be penalized the loss to the skill tiers of the loyal players. Instead, the deserter, who failed not only his/her team but the entire game, should take the brunt of the entire loss to his/her skill tier, thus counting as not one loss but three losses for the deserter, yet no losses should be penalized for his/her teammates.

2. As a concession, the remaining team, if they fight it out, and choose not to surrender, should also be granted the "Hard Fought" karma bonus.

3. If by some miracle the remaining team does pull out a victory, they should be granted the win, however, the deserter still takes a three loss penalty to thier skill tier rating.

I feel that over time, desertion will not only cull these players to the 'AFK' ELO matchmaking penalty, but will also clear them from the higher skill teirs as well. What will remain will be loyal dedicated players, who fight to improve thier skill.

Just my thoughts.

This is an idea that was already discussed, it is a good idea but an impossible idea :

1- Let's imagine you play with friends in a quest for the highest skill tier and you're about to lose. What do you do ? One of you will desert the game so that the other two do not lose their skill tiers. And you switch the role everytime you lose. Every single game would end by a surrender because in the Simply Amazing and Pinnacle of Awesome, most players queued are 3 men teams

2- You're right, but the hard fought bonus only gives like 5-15 glory points, not so important...

3- It is already the case. A deserter will lose Karma and Skill Tier even if his teams win

skill tier should be solely dependent on your kill/death/assist ratio.

(and rise incrementally, like karma)

It's not a good idea either, because then nobody would be willing to play the support character, people would insta-lock the characters with the biggest kill potential, leaving behind those made to support.
And a skill tier that can only go up is not a skill tier but a time tier. It wouldn't be different from Karma in fact if it can't go down
