I'm trying to get my brother to get better in VG, so I was wondering if there is a way to setup a local match and play a 1v1 game with him. I know hat there already is a local match option, but can we play just play against each other?

You'll have to to it through wi-fi... Follow those steps if you are both connected to wi-fi and wish to do 1vs1 :

1- Add your brother in game through the "Friends" section
2- Create a party by clicking on "Play" on the main menu, then "Party" and then "Private"
3- Add your brother to the party, start the game and enjoy
