There is a chinese emulator that lets you play vainglory on a pc. You can bind different keys to tap certain locations on the screen to toggle items, abilities, etc. However it's quite laggy and even if you have touchscreen on your laptop, it is practically useless against people on the same skill level as you.

Theres an android emulator called Bluestacks. I've tried playing vainglory on my windows 10 touch screen laptop with an i5 and 8gb ram and it was laggy.
