Yes, he can. I've done it once before, although it took me a good 30 - 40 seconds with a roam build. Technically speaking, any roamer with 3 core items (I am assuming these would be war treads, crucible and fountain) would have the health to withstand, and eventually capture a kraken all on their own. It isnt a good idea to capture kraken alone, as the enemy team may catch you trying to capture it and there is a good chance you will be dead, and end up losing the kraken to the enemy team as well.
