I understand your frustration, My suggestion to you is to keep trying to tough it out to see if they come back. To my understanding you will get punished for the following. Not locking in a hero, going AFK in a match, Spamming the icons all over the map throughout the entire match and possibly for intentionally losing the match. however I've yet to see or hear about anyone getting decreased karma for that or a ban.

Yeah unfortunately because of the squish with ranks and the reset from what I've heard people were all reset to rank 5 as far as I know. So it will be a little crazy for a while, the best thing I can suggest for you is to find a active guild and do groups like that for now until people drop or rise to their respective ranks again.
