The "view" button by the save / publish buttons is supposed to show you your most recent saved draft. Is this what you're using to view your saved changes? Also, I'll work on fixing the quotation marks bug, but it is caused by special characters, especially when copied from MS Word or other programs. If you just type over the " with a new " character it will fix it.
