Got an official answer. :) "Every Skaarf ability that does damage will trigger Frostburn's slow. This includes Spitfire and lighting a goop puddle on fire (but not dropping goop by itself). The burn can trigger frostburn again, but only after frostburn's 1 second cooldown."
