It totally is. This is the most efficient item in the game, but at the same time it's also difficult to find characters who can use it without dying or having no offense.
What makes it even more amazing is that every other big armor and shield item costs a lot more than smaller items. However, they give way more of whatever they focus on, i.e. metal jacket gives 155 armor, while this only gives 60 shields.
